FAIL (Fire)
You find exactly what you need in two volumes. One is dedicated to the process of imbuing items with spell energy and another is a book on weapons. You get a great deal of information out of both. This spell is a Fire spell, and is designed to be cast on a weapon. Once cast, the weapon will hit its target less often. The spell can be cast multiple times on a weapon, and the effect will be cumulative up to a certain maximum based on the innate magical potential of the material of the weapon.
